Hazard Adams comments that these stars and tears "represent the limits of the fall" (27). In other words, the fall is not "eternally catastrophic;" instead such things as mercy remain (Adams 27).
However, one must note that this interpretation is entirely dependent on the association of the tyger with a dreadful fallen world/spirit, a suggestion which the illustration would seem to belie.
